Oded Viner dd65dc15d8 pool: support targetSizeRatio=0 and default compressionMode=""

allow targetSizeRatio == 0
enforce targetSizeRatio >= 0 via +kubebuilder:validation
set targetSizeRatio and compressionMode="" if unset
remove IsTargetRatioEnabled() and IsCompressionEnabled()
