Raghavendra TalurandNitin Goyal a6f59f3b64 ceph: add uninstall mode ...

This adds an uninstall mode to the ceph cluster. If
allowUninstallWithVolumes in the CleanupPolicySpec is set to true then
the cluster deletion does not wait for the PVs to be deleted.
