Praveen M d28febaa61 csi: remove CSI_ENABLE_READ_AFFINITY 
This commit removes the `CSI_ENABLE_READ_AFFINITY` since
it is no longer utilized after addition of the read affinity
option per cluster via CSIDriverSpec.
