subhamkrai f1df953694 ci: with rgw account we need -tags=ceph_preview ...

rgw account changes require -tags=ceph_preview with go build.
When we are building the whole code, it's reads the tag from
Makefile but the multus test was only building few files so this
tag was missing. Adding this -tags=ceph_preview to fix ci error.
