The securityContextConstraints require setting whether
host networking and host port access is needed by the
ceph cluster service accounts. The helm chart now allows
enabling this mode with the settings:
rook-ceph chart: useOperatorHostNetwork: true
rook-ceph-cluster chart: cephClusterSpec.network.provider: host
