macOS: Remove usage of deprecated API

`NSApplicationActivateIgnoringOtherApps` is deprecated and doesn't have
any effect any more. Switch this to `NSApplicationActivateAllWindows`
which we actually want when running an application, and remove an
unneeded cast.
