VcsBase: Get rid of RunFlags::SilentOutput

In theory in was used only when we passed a non-null
editor together with CommandOutputBindMode::ToVcsWindow
into VcsBaseClientImpl::createCommand(). But there was no
such a case in the whole codebase.
