COIN: Minimal fix for building cdbextension

Browse Source 
The default for the cdbextension is now to build for
arm64, x32 and x64, but the PRECHECK only deploys
Python for Intel64.

As a quick fix just restrict the cdbextension build to x64.
The full fix is already in master branch.
