DebuggerAspect: Simplify handling of Qml debugging
There should not be a need to have the linkQmlDebuggingLibrary Q_PROPERTY anymore. The property is added for the benefit of the DebuggerAspect, which can just check relevant BuildConfigurationAspect directly.
