COIN/GitHub: Use Qt 6.7.1

Also update the PRECHECK to use Qt 6.7 provisioning, so we get a
job that tests the Qt Creator build with tests disabled too
(on Windows).

And remove the 32bit Windows sdktool+cdbextension+wininterrupt-only
build, which is no longer done for 14.0
