Utils/ProjectExplorer: Move re-usabled bits of aspects to Utils

Browse Source 
Classes involved are BaseAspect and some derived classes,
LayoutBuilder and VariableChooser.

This is mostly mechanical, with various include/using changes
to make it compile.
