Protect the access to module path for executable cache

The getPylsModulePath() may be called concurrently:
PyLSConfigureAssistant::openDocumentWithPython() ->
runAsync -> checkPythonLanguageServer() ->
getPylsModulePath(), so protect the access to the
static cache by mutex.
