BareMetal: Auto-detect IAR toolchain for National Semiconductor CR16 architecture

This patch implements auto-detection for the CR16C toolchain,
provided by IAR Systems:

 * https://www.iar.com/iar-embedded-workbench/#!?architecture=CR16C
