We've been requiring C++17 since Qt 6.0, and our qAsConst use finally
starts to bother us (QTBUG-99313), so time to port away from it
now.
Since qAsConst has exactly the same semantics as std::as_const (down
to rvalue treatment, constexpr'ness and noexcept'ness), there's really
nothing more to it than a global search-and-replace.

Since we are now requiring macOS 10.14 we can remove our local
implementation of optional and use std::optional for macOS too.

And instead of qgetenv.
Takes Qt Creator's setting at "Environment > System > Environment" into
account, which makes it easier on some platforms to set them (e.g.
macOS), can be configured differently in different settings paths, and
potentially can be changed at runtime (depending on usage).

Add a way to inspect QC internal loggings. This is basically
useful for inspecting issues while running QC and facing them
without the need to restart and set appropriate logging rules.
