This removes apparently unnecessary resize() calls on QWidgets based
forms which get anyways added to layouts and resized. Most of these size
values looked "accidental", i.e. neither divisible by 2 nor by 5, in
most cases a remnant from the ui inlining.

The whole machinery is now almost only layoutbuilder.{h,cpp},
mostly independent of the rest of Utils. Idea is to finish the
separation to make it stand-alone usable also outside creator.

Since we also license under GPL-3.0 WITH Qt-GPL-exception-1.0,
this applies only to a hypothetical newer version of GPL, that doesn't
exist yet. If such a version emerges, we can still decide to relicense...
While at it, replace (deprecated) GPL-3.0 with more explicit GPL-3.0-only

The mouse cursor is hidden unconditionally in Qt, so do not give the
impression that this can be disabled. Also we have a bunch of bug
reports that claim that the cursor does not come back if the mouse is
moved after typing. This might be caused by the double hide of Qt
Creator, Qt and the moon phase.

Allow the user to configure how trailing whitespace is handled. In some
file types, for example, Markdown, trailing whitespace is semantically
important. This change allows the user to select, via delimited list of
wildcard filename patterns, which files to ignore for trailing
whitespace cleanup.

If we set the default encoding to the System-wide encoding
we failed to distinguish them as separate encodings.
Explicitly handle 'System' encoding to avoid dropping
to the 'System' encoding when setting an encoding that
matches this one exactly.

Testable on Linux/macOS by changing c++14 to c++1z in qtcreator.pri.
Testable with latest MSVC2017 by setting _CL_=/std:c++17.
unary_function, binary_function, and a few other things that were
deprecated are removed in C++17.
std::string got a non-const overload for its "data" member function,
so we cannot create a function pointer on it without specifying its
type. Use std::declval instead (though it requires a default constructor
for the type).
MSVC seems to have an issue with Utils::transform for std::vector
(used in Nim plugin), but that looks like a compiler issue.

The default "matches" method now takes the widget and looks for all
child labels, checkboxes, push buttons and group boxes.
Because of that, the former "createWidget" method
can be called multiple times without creating a new widget
(-->widget()), and the "finished" method must ensure that the created
widget gets deleted, since not all widgets that were created are added
to the UI anymore.

The user can change the setting in Option->Text Editor->Behavior.
Reviewer's note: We do have alternative ways to disable camel-case
operations through the shortcuts. Nevertheless, this particular option
has been quite requested since it disables every camel-case based
operation at once. In addition, it seems that the shortcuts are still
not "visible" or "expected" for many users.
