This improves our completion support for documentation
comments. It's now possible to have a Doxygen block
generated when hitting enter after a /** or /*! comment
start. A couple other related options are also available.

Notice that this option already existed in the auto completer. However,
from the user perspective it was synchronized with auto insert brackets.

Also add the alternative way: IOptionsPageProvider, which states
a category, and is asked for a list of options pages for that
category when it is shown.

By moving the completion settings into the TextEditor plugin, so that
both the CppTools and the QmlJSEditor plugins can access the settings.
The user-interface to edit the settings is still in the CppTools plugin,
since we're in string freeze at the moment. It should be moved to the
TextEditor plugin later.
For now the QML completion only supports the case-sensitivity and
partial completion options, since there is no automatic insertion of
brackets.

By default now only the first letter is case-sensitive. It is still
possible to choose full or no case-sensitivity as well.

Details: Give IOptionPage an id() to differentiate from trName(). Make showOptionsDialog return a bool (applied) and give it an optional parent. Change Cpp and form class wizards, give them a Configure... button to change those settings.
The previous interface wasn't sufficient to properly support the Apply
button, since it didn't separate applying the changes from the cleanup
phase.
Designer settings pages still need some fixing.
Fixes Apply button causing problems for certain plugins, for example the
QuickOpen.
