Remove revertDiffChunkEnabled property
Any diff view might relate to previous changes, so it makes sense
to always allow reverting them

some QRegExp methods to be non-const (they were previously const). This
change makes Qt Creator compile again.

We need read i18n.commitEncoding value, to write correct encoding of the commit file.
In Windows OS, the default encoding is GBK, So we need convert to correct encoding of the commit messages.
