This puts the implementation introduced in acf1ecb47f into use, after
significant simplifications in the class hierarchy. CRTP is not used
anymore, and the new tag based dispatch is also used for Layout::addItem,
effectively reducing the number of different code paths.
The Lua based settings access is disabled for now.

Not necessarily the final setup, but a step closer.
The selected style doesn't seem to stick anymore, but that's already
the case in 11.x.

Ideally, this would not be needed on the user code side at all, but
there's no way to ensure the settings are read timing before sibling
constructors might need it. So keep the 'poor man's two-phase
initialization', but make it less intrusive.

This patch add basic support for completion by using
the NimSuggest executable.
The user is expected to configure the path to NimSuggest
by using the new tools configuration page in the Nim
settings.
For now we don't support advanced completion of function
parameters. This will be added in further patches.
