Since we also license under GPL-3.0 WITH Qt-GPL-exception-1.0,
this applies only to a hypothetical newer version of GPL, that doesn't
exist yet. If such a version emerges, we can still decide to relicense...
While at it, replace (deprecated) GPL-3.0 with more explicit GPL-3.0-only

Otherwise, it will block "make check".
This test is a manual test and does not belong into the autotest
category at all, but as long as it's there, make at least sure it
doesn't break things.

It's mostly the xml/log handling, which can be re-used in other tools.
The change is purely mechanical, including some style fixes and
some modernization.
