Now selection is only consists of combobox and
a "Manage" button to diagnostic configurations.
Diagnostic configurations are moved to the modal dialog
which is shown by clicking the mentioned "Manage" button.

So far we've created ClangProjectSettings objects on demand. To get
change notifications there should be only one per project alive (and
accessible).

There is no need to store on every key stroken when changing the
diagnostic config in the projects mode.
