Initialization of the MIME database takes time, and it is good to avoid
this during startup.
We nevertheless want to apply some modifications to the MIME database, so
we need to delay these modifications until first use. Allow registration
of additional initialization functions. Since the initialization
functions access the MIME database, which does locking for thread-
safety, we need to separate the initialization to outside these locking
functions.

Most information is available via Q(Core|Gui)Application.
Add an AppInfo structure for the things that are not.
This avoids that the information ends up duplicated and
hardcoded in the plugins, which is not needed or desired.

Since we also license under GPL-3.0 WITH Qt-GPL-exception-1.0,
this applies only to a hypothetical newer version of GPL, that doesn't
exist yet. If such a version emerges, we can still decide to relicense...
While at it, replace (deprecated) GPL-3.0 with more explicit GPL-3.0-only

- configure with QTC_USE_NEW_MIMEDATABASE to switch to the new one in
utils/mimetypes2/
- added utils/mimeutils.h header for the Qt Creator specific static
wrappers, that also includes the "public" headers for MimeType et al
from the new or old implementation, depending on configuration
- change all utils/mimetypes/ includes to utils/mimeutils.h
- move the implementation for the wrappers to
utils/mimetypes(2)/mimeutils.cpp
- also move the MimeDatabase declaration in the "old" implementation
back to utils/mimetypes/mimedatabase.h

There was no proper separation of responsibilities between these
plugins. In particular, CppTools had lots of editor-related
functionality, so it's not clear why it was separated out in the first
place.
In fact, for a lot of code, it seemed quite arbitrary where it was put
(just one example: switchHeaderSource() was in CppTools, wheras
switchDeclarationDefinition() was in CppEditor).
Merging the plugins will enable us to get rid of various convoluted
pseudo-abstractions that were only introduced to keep up the artificial
separation.
