Benjamin Zeller 0c6bc58e8d Debugger: Provide a way for plugins to init a local DebuggerRunControl ...

In order for plugins to create their own local DebuggerRunControl
without the need to copy lots of code, the
fillParametersFromRunConfiguration is introduced and exported.
