Ivan Donchevskii a0072afd49 Clang: Improve compilation database generation 
Do not use CompilerOptionsBuilder anymore because we don't
need much tweaking for projectPart data and can do it better
specifically for the generator.

Fixes: QTCREATORBUG-21936
