hjk 36b835ff0a Finish merging Runnable and StandardRunnable
As all Runnables are known to be StandardRunnables, this here
essentially replaces all .is<StandardRunnable> by 'true'.
.as<StandardRunnable> by no-op, and fixes the fallout.
