Nikolai Kosjar e6d16b6747 ClangTools: Support loading exported diagnostics
Add a new toolbar button to load diagnostics exported with

   $ clang-tidy -export-fixes=/path/to/file
   $ clazy-standalone -export-fixes=/path/to/file (master version)
