chore(cmake): add support for libelogind (#352)

Browse Source 
* CMakeLists.txt: Fallback to elogind when libsystemd could not be
found.  Set LIBSYSTEMD variable.
* pkgconfig/sdbus-c++.pc.in (Description): Parameterize with above
LIBSYSTEMD variable.
