esp_wifi: fix some wifi bugs 230403

Browse Source 
1. fix sta auth failed but softap shows it connected issue
2. fix ftm procedure with peer failed status 4 issue
3. send ftm frames immediately
4. send null data when state change from association to run
5. docs: add some details for wifi scan description
