Make RTTI related comparisons faster
...
Some platforms map same symbols at the same addresses. Enable native
typeinfo comparisons for compilers that have all the info about
platforms and correctly compare RTTI across modules.
Add more BOOST_NOEXCEPT modifiers

Implementing feature request of Boost.Log maintainer:
Now you can choose and include only the RTTI based version or only the
CTTI based version.
More tests added.
