ceph: remove snapshotter sidecar from provisioner sts

ceph-csi will be deployed as statefulset if the kubernetes version is less than 1.14, as snapshotter will work with kube 1.17+, we dont need snapshotter sidecar deployed as part of statefulset. Signed-off-by: Madhu Rajanna <madhupr007@gmail.com>
