subhamkrai 2d3e561a00 ci: improve collect-log script 
I was debugging helm tests, I noticed, the operator namespace
content is empty and operator is created in same namespace as
other pods. Also, let's collect the 'kube-system' namespace logs
in multus test only as that is the only test where we need to debug
cluster networking and require kube-system logs.

subhamkrai d8766ff871 ci: remove ceph SVGs in helm test 
Both the helm tests are failing because,
```
2023-12-19 08:47:06.136640 E | ceph-file-controller: failed to reconcile CephFilesystem "helm-ns/ceph-filesystem-test". CephFilesystem "helm-ns/ceph-filesystem-test" will not be deleted until all dependents are removed: CephFilesystemSubVolumeGroups: [ceph-filesystem-test-csi]
```
So, let's remove the ceph SVGs before removing Ceph filesystem.

travisn b6d7016c22 docs: remove specialties for maintainers 
Since all maintainers are essentially focusin on the ceph
storage provider, there is no need to list the specialties
on the owners page. We all work together to complete the
necessary work anyway.

Kyle Fazzari ce6baa4f31 docs: specify that rook-ceph helm chart should be upgraded first 
Today, it's unclear that there is an expected order of operation when it
comes up upgrades. In reality, the `rook-ceph` helm chart includes the
operator, which should have the opportunity to update any custom
resources before the `rook-ceph-cluster` is upgraded.

use `sed` to update all the namespace in filesystem-test.yaml file.
Since with subvolumegroup CR added there are more than one `namespace: *`
present and only one was updating by yq command.

So adding the spec to enhance its functionality
