GRPC metrics got deprecated in cephcsi
3.7.0 and the deprecated flags will get
removed in the next release. This PR
removes the deprecated metrics code which
allow us to run with older cephcsi as well.

This addresses #12660. As discussed in the issue when zone failure
happens and if the operator running in that zone, then it takes the
default toleration of 300 seconds. We want to override this default
toleration seconds to 5 seconds so that operator gets redeployed
immediately

It's better to move most of discover daemon setting
from env to configmap rook-ceph-operator-config.
Although, we are moving to configmap, we keep reading settings
from env but the priority will be configmap settings.

Adding maxUnavailable parameter to the cephfs csi daemonset. The
default value of maxUnavailable = 1 can make the upgrade process
slower in environments with large number of nodes.

in the existing node watcher, we'll check for node update
event and see if there are `out-of-service` taints are applied
and `ROOK_WATCH_FOR_NODE_FAILURE` is enabled in rook-ceph-operator-configmap,
if then we'll create the networkFence cr and delete the cr if nodes come back.
And, added the unit test too.

The default value of maxUnavailable of daemonset is 1.
Sometimes the upgrade can be slow due to this setting.
So I add a parameter to change the value for rbd daemonset.

A new variable is added to rook-ceph-operator-config
ConfigMap to allow using loop devices for osd.
This feature is intended to be used for testing purposes only.

This updates the cephcsi to latest 3.7.2
release and also updates sidecar to the latest
release in some missing files.
Note:- sidecar images are upto date in most of
the places, in some places it was missing, This
PR updates it in missing place.

The volume replication operator is being moved to
kubernetes-csi-addons. This commit hence, removes
the volume replication sidecar and updates the
related documentation.
It will also update the csi-addons sidecar version
to the latest one.

This commit change the default fsgroup policy for csi driver object
to "File" type which is the better/correct setting for the CSI volumes
We have been using default value which is "ReadWriteOnceWithFSType".
with this change backward compatibility should be preserved.

One can now use the operator configmap for CSI_CLUSTER_NAME variable
for setting ClusterName on the RBD images and CephFS subvolume.
This will be useful in cases like for example, when two container orchestrator
clusters (Kubernetes/OCP) are using a single ceph cluster.

One can now tweak the operator configmap for CSI_ENABLE_METADATA boolean to
enable/disable setting of PV/PVC/PVCNamespace &
snapshot-name/snapshot-namespace/snapshotcontent-name on the RBD images
and CephFS subvolume.

CephFS CSI driver dont have/advertise controller publish/unpublish
capabilities, thus dont need attacher sidecar for its operations.
The presence of external-attacher adds on overhead and issues wrt
attachment in various scenarios. One of them would be the lack of
performance on syncing volumeattachment from api server..etc.
More or less we don't have controller publish and unpublish capabilities,
so we should not make use of this sidecar and cause
unnecessary addon here thus other issues.

This commit introduces new log level called csidecarLogLevel
for the sidecars which are not maintained by the csi-driver.
This will allow to have different configuration options
for the sidecars like snapshotter, resizer, attacher and
provisioner containers which will help to avoid the
spamming of logs to an extent.
