subhamkrai fdb2b824e1 ci: remove reef test from our daily tests 
support for reef has been removed in Rook from 1.19,
let's remove the daily tests as well all the reef

Travis Nielsen dfa1a35ddf osd: always mount udev during cleanup 
The udev is required for cleanup in both host-based clusters
and pvc-based clusters since the tentacle release.
The cleanup jobs were failing in pvc-based clusters
with tentacle where we skipped adding the udev mount.

subhamkrai acf9ad8995 csi: add fix to support multiple fs mount option 
previously, if multiple mount option was passed it was
handing it wrong. For example,
```
ms_mode=prefer-secure,recover_session=clean
```
 was treated as
```
ms_mode: prefer-secure,recover_sessio
```

With current fix it handles it correctly. Example,
```
ms_mode: prefer-secure,
recover_session=clean,
```

Manuel Grandeit 4f7ead07ca helm: add cephclusters/finalizers permission for mgr sidecar 
The watch-active sidecar reconciles Services and wants to set
blockOwnerDeletion=true in the ownerReference. On clusters with
OwnerReferencesPermissionEnforcement admission controller this
requires the cephclusters/finalizers permission.

subhamkrai 4bbdb7cfc1 build: remove obsolete operator-sdk form makefile

Travis Nielsen 3ca0432246 ci: osd with metadata partition device running incorrect ceph version 
The osd-with-metadata-partition-device canary test was always
running the version of ceph found in cluster-test.yaml,
instead of the intended version set for the canary tests to
run with in the ceph_images ci variable.
Thus we were seeing this test be more unstable when running
against ceph Tentacle.
