Reduce CRD size by removing some descriptions for things that
(a) are long, (b) are repeated, and (c) are commong kubernetes types.
Remove the `Status` field from VolumeClaimTemplates (a.k.a. PVCs) in
types.go to remove all unnecessary status-related fields.
Use `yq` to go through generated `crds.yaml` to strip out descriptions
for well-known k8s types that are long and repeated where we can't
remove them from types.go. This is mostly placement descriptions and
volumeSource descriptions.
The overall `crds.yaml` file is reduced to less than 60% of its original
size.

operations on the ceph mgr, rgw, mds and rbd-mirror daemons
and the operator should not interfere with those operations.

Change how Rook detects network CIDRs for Multus networks. The IPAM
configuration is only defined as an arbitrary string JSON blob with a
"type" field and nothing more. Rook's detection of CIDRs for whereabouts
had already grown out of date since the initial implementation.
Additionally, Rook did not support DHCP IPAM, which is a reasonable
choice for users. And more, Rook did not support CNI plugin chaining,
which further complicates NADs. Based on the CNI spec, network chaning
can result in any changes to network CIDRs from the first-given plugin.
All these problems make it more and more difficult for Rook to support
Multus by inspecting the NAD itself to predict network CIDRs. Instead,
it is better for Rook to treat the CNI process as a black box. To
preserve legacy functionality of auto-detecting networks and to make
that as robust as possible, change to a canary-style architecture like
that used for Ceph mons, from which Rook will detect the network CIDRs
if possible.
Also allow users to specify overrides for CIDR ranges. This allows Rook
to still support esoteric and unexpected NAD or network configurations
where a CIDR range is not detectable or where the range detected would
be incomplete. Because it may be impossible for Rook to understand the
network CIDRs wholistically while residing only on a portion of the
network, this feature should have been present from Multus's inception.
Improving CIDR auto-detection and allowing users to specify overrides
for auto-detected CIDRs rounds out Rook's Multus support for CephCluster
(core/RADOS) installations. No further architectural changes should be
needed for CephClusters as regards application of public/cluster network
CIDRs for Multus networks.

The failover of the arbiter mon in a stretch cluster was sometimes
failing due to the new tiebreaker not being set in ceph.
Rook would repeatedly try to remove the old tiebreaker mon
and keep failing because the new tiebreaker had not been set.
Now we make setting the tiebreaker idempotent in case the operator
restarts in the middle of the operation or some other corner
case causes the expected tiebreaker to be set. In that case,
the next reconcile will also ensure the tiebreaker mon is
set as expected.

The cluster info is important context for the cluster controller to
create the cluster, and all the fields must be properly set.
A test cluster name was being set temporarily, resulting in
mons incorrectly getting the wrong cluster CR name. There is no
known issue from the temporary value, it was just exposed by
https://github.com/rook/rook/pull/8678 setting the value to a label.
Now the functions are more clearly named so only unit and
integration tests should be using the test value for the cluster
name where it is not important.

This commit is a large refactor on how the operator starts, stops and
how it starts various sub-components such as the ceph-csi driver. It
also refines the way we cancel orchestrations. We don't use breakpoints
anymore but send our self a SIGUP to reload our controller runtime
manager.
The reload will happen under different circonstances like:
* a new adminission controller secret is created/deleted/changed
* a CephCluster CR is edited
As mentioned earlier, the csi driver now has its own controller, just
like flex. It reacts to change in the operator config map for particular
ROOK_CSI_ fields.
A second new controller for the operator's general config has been
created, it manages:
* the logging level
* the ceph CLI command timeout
* the discovery daemon
The operator reacts much more rapidly to cancellation events by stopping
the manager's context and reloading it.

Both `ExecuteCommandWithOutputFileTimeout()` and
`ExecuteCommandWithOutputFile()` generate unnecessary system calls by
creating/reading/removing files where the stream output of the command
can simply be used. So sticking with `ExecuteCommandWithOutput()` and
`ExecuteCommandWithCombinedOutput()` for reading outputs is sufficient.

When the mons are using the dataDirHostPath and not a volumeClaimTemplate,
they need to be permanently assigned to a node. The node assignment
was missing in stretch clusters when the dataDirHostPath was being
used. This resulted in mons that were moving to other nodes for example
during a node drain, which would cause the mon to lose its backing store.

The rook.io/v1 package was only an internal implementation detail and
does not have any CRDs that rely on it. The CRD deserialization should
handle the change in internal types without any issue. This separation
gives more flexibility for the storage providers to implement exactly
what is needed for their storage provider instead of forcing to use the
same types and risk affecting another storage provider.

After mon failover is initiated, there was a time window where if the operator
was restarted, the new mon is started and has joined quorum, but the operator
does not believe the mon should be in quorum after the operator restart.
The operator was mistakenly removing the extra mon prematurely, sometimes
causing quorum to be lost if another mon was also down at the same time.
If the mon does not come back online, steps to recover quroum would need
to be followed from the disaster guide. Now the expected list of mons
will be updated immediately during mon failover if the operator successfully
created the new mon deployment, thus removing the window where restarting
the operator can cause quorum loss.

The maxMonId should only track the mons that have been committed to starting.
Currently the maxMonId was tracking all mon scheduling. If the reconcile
was aborted or failed, or the operator restarted in a reconcile, the
maxMonId was being reset by analyzing the mon deployments that existed.
This does not work for scenarios where mon quroum is lost and being
reset to a single mon. Now the maxMonId will only be incremented
when a mon daemon is started, and will never be decremented after
that to ensure that new mons will be incremented to the next id.

The arbiter can only be configured with the stretch cluster if the
CRUSH map is balanced and there are two zones in the CRUSH map.
After the OSDs are configured, we wait for all the OSD pods to be
running and that the CRUSH map is balanced. If it takes more than
two minutes, we fail the reconcile and try again. This is only done
the first time the stretch cluster is configured. In future reconciles
we first check if the stretch cluster is already enabled before
enabling it again.

The arbiter may have unique requirements for placement settings. Thus, if the arbiter
placement is specified in the cluster CR, that placement will be applied to the arbiter
mon and the other mons will retain their placement from the other mon or all
sections of the placement.

We can now prioritize orchestrations on certain event. Today only two
events will cancel on-going orchestrations (if any):
* request for cluster deletion
* request for cluster upgrade
If one of the two are caught by the watcher we will cancel the on-going
orchestration.
For that we implemented a simple approach based on check points, where
we will check for a cancellation request in certain part of the
orchestration. Mainly before each mons/mgr/osds orchestration loops.
This solution is not perfect, but we are waiting for the
controller-runtime to release its 0.7 version which will embed context
support. With that we will be able to cancel reconciles more precisely
and rapidly.

In clusters where only two datacenters (or similar failure domains)
are available, a different mon and osd approach is needed to deal
with the network partitions or some other reason for one of the failure
domains going down. The Ceph stretched cluster makes the mons aware
of the failure domains by configuring one as the arbiter in a third
zone, while keeping two replicas of the data in each of the data
zoens.

To provide more context for executing commands in a ceph cluster,
the full clusterInfo is now passed to the ceph execution commands.
All information about the cluster will now be available throughout
all the areas of the operator. The namespace, ceph credentials,
mon endpoints, and other info is a core part of that cluster info.
Arguments passed through the controllers are also simplified for
mons, mgr, osds, and other daemons where the parameters had
become too complex.

The operator should only connect to ceph with a single set of creds.
In a converged cluster this will be the admin creds and in an external
cluster it will be lower-privileged creds. Independent clusters were
implemented with a separate set of creds. To simplify the code these
are now merged to a single set.

When the operator loads the mons and checks for a valid maxMonId
the check of the id against the currently running mons was outdated
from legacy mon ids. The check now has to parse the new id which is
just the letter instead of having a number from legacy mon ids.
Without this fix, the maxMonId would stay incorrect if it was somehow
corrupted.

This is the final conversion to controller-runtime conversion. This time the
CephCluster CRD has been converted to use the controller-runtime
library.
The controller incorporates all the previous watchers too, so the Node
and hot-plug configmap are been watched too.
Only the operator setting configmap is not being watcher since it's not
related to the CephCluster CRD.
Not only the patch converts to controller-runtime but also tries to
re-organize the tree of the repo to actually make the code more
readable and have better functions/methods/tests separations.

In any case, if Ceph resources are going to be restarted this must be

whether an orchestration upgrade should be triggered or not (based on

Also, we keep it on the child controllers so we don't go into an
orchestration phase if the cluster image hasn't changed. The child does
not need to be updated/go into its orchestration phase because the
cluster CR changed.

From now on, Rook will only perform check before upgrades when there is
an actual upgrade. So if the Ceph image changed and a new version is
desired Rook will go through all the daemons and update them one by one
and perform checks in between.

this patch adds two new related features. first, it removes the
requirement that all monitor deployments be pinned to nodes using node
selector. this is allowed when not using host networking and when PVC
storage is used. the second feature introduced in this patch is the
elimination of the Rook scheduler for placing monitors that continue to
use the node selector by using canary pods to that are scheduled by k8s,
after which Rook uses the scheduling results to pin the monitors to
nodes.
