Currently daemonset template.metadata.name is
empty and the way we are setting is not correct
use the daemonset name as the template.metadata.name

This commit change the default fsgroup policy for csi driver object
to "File" type which is the better/correct setting for the CSI volumes
We have been using default value which is "ReadWriteOnceWithFSType".
with this change backward compatibility should be preserved.

Rook will support the most recent seven K8s releases,
so we update the min version to 1.19 for Rook v1.10.

Setting the min version to 3.7 will make upgrade
difficult. If someone is using any different/custom
version, this means they won't be able to upgrade to
rook v1.10 unless they also update their csi image
at the same time. If we set the min version to 3.6,
it will give some time buffer to allow them to
change the csi driver later.

One can now use the operator configmap for CSI_CLUSTER_NAME variable
for setting ClusterName on the RBD images and CephFS subvolume.
This will be useful in cases like for example, when two container orchestrator
clusters (Kubernetes/OCP) are using a single ceph cluster.

One can now tweak the operator configmap for CSI_ENABLE_METADATA boolean to
enable/disable setting of PV/PVC/PVCNamespace &
snapshot-name/snapshot-namespace/snapshotcontent-name on the RBD images
and CephFS subvolume.

CephFS CSI driver dont have/advertise controller publish/unpublish
capabilities, thus dont need attacher sidecar for its operations.
The presence of external-attacher adds on overhead and issues wrt
attachment in various scenarios. One of them would be the lack of
performance on syncing volumeattachment from api server..etc.
More or less we don't have controller publish and unpublish capabilities,
so we should not make use of this sidecar and cause
unnecessary addon here thus other issues.

This commit introduces new log level called csidecarLogLevel
for the sidecars which are not maintained by the csi-driver.
This will allow to have different configuration options
for the sidecars like snapshotter, resizer, attacher and
provisioner containers which will help to avoid the
spamming of logs to an extent.

A Liveness sidecar container that is deployed
with the CSI pods will be helpful to check
csi driver is properly responding or not.
and there is no liveness or readiness
kubernetes probe added for this one.
Providing an option to enable this
sidecar deployment and disabling it by default.

default values but seems like default values of leader
election are not working for some specific clusters.

At present the CephFS CSI driver works with default mode ie,
`ReadWriteOncewithFsType`. However `File` type is more apt for
the CephFS CSI driver and this commit bring that change. The
similar change is also introduced in ceph csi driver here:
https://github.com/ceph/ceph-csi/pull/3204
considering the `File` mode has been GAd in 1.23 kubernetes version
and also we are lifting one of the problematic code path in this
area via Ceph CSI driver changes, it is good to move the
fsgrouppolicy to `File`.

Kubernetes 1.24 and newer use a different path for staging the volume.
That means the CSI-driver is requested to mount the volume at an other
location, compared to previous versions of Kubernetes.
The backward compatibility should be taken care by the CSI driver.

If some clusters don't have their monitors up and running, we don't have
a clusterInfo (internal detail struct). We don't want to block the csi
controller reconcile if all the clusters are not ready. So let's proceed
with the elements that are ready and reconcile again to see if others
have made progress.

This argument in csi-provisioner and csi-snapshotter sidecar allows us
to receive additional metadata in the CreateVolume and CreateSnapshot()
request.
For ex:
as part of CreateVolume request:
csi.storage.k8s.io/pvc/name
csi.storage.k8s.io/pvc/namespace
csi.storage.k8s.io/pv/name
and
as part of CreateSnapshot request:
csi.storage.k8s.io/volumesnapshot/name
csi.storage.k8s.io/volumesnapshot/namespace
csi.storage.k8s.io/volumesnapshotcontent/name
This is useful information which can be used depend on the use case we have
at our csi driver level. The features like adding metadata to CephFS subvolume,
RBD image or snapshot can consume this based on the need.

If a mon is added or removed in a ceph
cluster all the CSI clusterID's belongs
to the ceph cluster should also gets updated.
Added a new cluster identifier to the csi configmap,
i.e ceph clusterNamespace which helps to identify
the clusterID's belongs to that ceph cluster.
Note:- to support the upgraded clusters,we
can ask users to update the mon IP's for the
problamatic clusterID as it wont be updated
by the operator.
