Joshua Hoblitt d12cd1a4b3 operator: remove unused LockingBool / ReconcileCanaries ...

The ReconcileCanaries field of controllerconfig.Context was set once in
cr_manager.go but never read anywhere, so the LockingBool type backing it
and its Get/Update methods were dead code (verified with grep and
staticcheck). Remove the field, the type, its methods, the initializer,
and the now-unused sync import.
