It had a implicit vertical layout leading to unneded layout nesting
in quite a few cases. The price is an added Column { ... } in those
places where the implicit vertical layout was sufficient before.

Make it an implementation detail.
Introduce VcsBaseClient::createVcsCommand() method instead
for instantiating VcsCommands.
Replace all occuriences of VcsBase::VcsCommand in public API
with Utils::ShellCommand.

This adds the build system feature that allows Qt Creator's libraries
and plugins to be compiled statically.
Fixes some symbol clashes when all plugins are linked into the same
executable.
Support for actually loading static plugins will be added in a separate
commit.
The feature is controlled by QTC_STATIC_BUILD which by default is OFF.

This was requiring parameters the process object already knows.
This is a slight behavior change in most cases, it now includes
always the command line arguments, which previously only happened
in gcctoolchain.cpp and iarewtoolchain.cpp.

The result is fully stored in the object anyway. Using the extra
SynchronousProcessResponse structure only causes copies of
the data and complicates access on the user side in
a lot of cases.
The result bits are now also accessible individually.
There's obvious room for follow-up changes on the topic, e.g.
ShellCommand::runCommand's parameter list could shrink to
just a SynchronousProcess parameter.

Avoids some boilerplate on the user code side.
This seems to be the only existing case. If there'd ever be a case where
this is not appropriate, an extra Row { ... } would solve it.
