* Add Flume Sensor

Add support for Flume API and sensor

* Add support for choosing timezone

Timezone is now a required option in configuration.yaml

* Add Flume to coveragerc and CODEOWNERS

Add flume to be ommited from testing. Add @ChrisMandich as Flume Code owner
