The file deletion status has been intermittently failing for several
months. Investigation shows that the timeout is just missing by
a few seconds. Now we increase the timeout from 15 to 45 seconds
to stabilize the test.

This commit introduces new log level called csidecarLogLevel
for the sidecars which are not maintained by the csi-driver.
This will allow to have different configuration options
for the sidecars like snapshotter, resizer, attacher and
provisioner containers which will help to avoid the
spamming of logs to an extent.

In linux environment, when go is installed using
`dnf/yum/apt` or other pacakge installer. In this case we
get error when we do `make build` because of GOPROXY.
So, we need to update the GOPROXY with `export GOPROXY=https://proxy.golang.org,direct`
in `.bashrc` file

The RGW support server side encryption with help of s3 protocol, till
now the `sse:kms` was support in which keys will be provided by the user
and but it will be saved in external management service like vault. Now
the support for `sse:s3` is added so the entire encryption key
management is performed by RGW itsels.

The OSBASE and OSBASEIMAGE are obsolete from an older version
of rook where Ceph was not the base image. Now that Ceph provides
the base image, there is no need for these vars in the makefile.

environment variable is automatically restored to its original value
when the test and all its subtests complete.
