Travis Nielsen ac6bbe5902 docs: remove obsolete doc for handling rebooting nodes
The approach to handle node restarts has been much improved since the
creation of this doc, with the new approach to drain nodes and
for the application to control the restarts with the pod disruption
budgets. We now remove this obsolete documentation and recommend
the PDBs to be configured.
